The Housing Authority of Grays Harbor County will open the Section 8 – Housing Choice Voucher (HCV) wait list for Project-Based Vouchers on Wednesday, March 20, 2019. The wait list will remain open until further notice.
HAGHC will host a wait list opening date to complete applications on Wednesday, March 20, 2019, at the Shoppes at Riverside Community Room located by the Food Court, 1017 South Boone Street, Aberdeen WA 98520, from 10:00 a.m. to 4:00 p.m.

The average wait time for rental assistance is 12 to 36 months, depending on bedroom size.
Our Rental Assistance Demonstration –Project-Based Voucher (PAD-PBV) program is currently closed. We are not accepting new applications at this time. We also do not have information at this time about when it might open again. HAGHC’s Section 8 waiting list is closed. Our approximate waittime is 2-5 years for the current applicants already on the waitlist. We nominated residential preference which means extra points are given to the applicants who live and/or work in Grays Harbor County. We do not know when the waiting list will re-open in the future.
HCV (Section 8 vouchers) help people with low incomes rent homes on the private market. HAGHC calculates the maximum amount of housing assistance allowable. The maximum housing assistance is generally the lesser of the payment standard minus 30% of the family’s monthly adjusted income or the gross rent for the unit minus 30% of adjusted monthly income.
A family’s housing needs change over time with changes in family size, job locations, and for other reasons. The housing choice voucher program is designed to allow families to move without the loss of housing assistance. Moves, also known as “porting” and are permissible as long as the family notifies HAGHC ahead of time, terminates its existing lease within the lease provisions, and finds acceptable alternate housing.
Under the voucher program, new voucher-holders may choose a unit anywhere in the United States if the family lived in the jurisdiction of the PHA issuing the voucher when the family applied for assistance. Those new voucher-holders not living in the jurisdiction of the PHA at the time the family applied for housing assistance must initially lease a unit within that jurisdiction for the first twelve (12) months of assistance. A family that wishes to move to another housing authority jurisdiction must consult with HAGHC to verify the procedures for porting.
RAD (Rental Assistance Demonstration) /PBV (Project-Based Voucher)
Project-based vouchers (PBVs) are a component of a public housing agency’s (PHA’s) Housing Choice Voucher (HCV) program. PHAs are not allocated additional funding for PBV units; the PHA uses its tenant-based voucher funding to allocate project-based units to a project. Projects are typically selected for PBVs through a competitive process managed by the PHA; although in certain cases projects may be selected non-competitively.
A PHA can use up to 20 percent of its authorized voucher units to project-base units in a specific project if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set-aside a portion of the units in an existing development. In certain cases, the PHA may use an additional 10 percent of its authorized voucher units for PBV assistance.
