Homeland Security Course Offered on Port Security

Aberdeen, WA - Public safety and maritime personnel in Aberdeen, Washington will be able to learn more about port and vessel security at a free Department of Homeland Security (DHS)-certified course delivered by the Rural Domestic Preparedness Consortium (RDPC).

The eight-hour awareness-level course, AWR 144 Port and Vessel Security for Public Safety and Maritime Personnel, scheduled for November 14, 2011, from 8am to 5pm at Aberdeen Police Department, will provide participants with the basic competencies associated with port and vessel security and a working knowledge of maritime security appropriate to public safety responders in rural jurisdictions.

A foundation for this working knowledge will be built by explaining the maritime transportation system (MTS) followed by a discussion on the vulnerabilities of that system. The economic impact of the MTS to a region as well as the potential threats to the MTS will be covered.


During the course, participants will be given instruction concerning specific maritime security regulations affecting facilities and vessels. Specific topics such as MARSEC levels, Sensitive Security Information (SSI), and the Transportation Worker Identity Credential (TWIC) will be addressed. Potential hazards in the dock and vessel environment will also be identified.


The course was developed by the Ohio-based University of Findlay, an academic partner of the RDPC, targeting rural first responders - specifically law enforcement, fire, emergency medical services, and emergency management agency, local emergency planners (including industry), public officials, and tribal agencies as well as private maritime community stakeholders.

All training delivered by RDPC is certified by DHS and is offered tuition-free for a broad scope of stakeholders in qualifying jurisdictions, including the traditional emergency response disciplines, and other emergency support functions as defined by the National Response Framework, as well as critical infrastructure owners and operators.

The RDPC is a U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Training and Exercises Integration Division partnership of academic institutions with a vision of creating an environment wherein rural communities across America will have the knowledge, skills and abilities necessary to enhance the safety, security and quality of life for their citizens.
