Fish and Wildlife Manager Arrested on Voyeurism Charges

Shelton, WA - A state Fish and Wildlife employee has been arrested after a hidden camera was found in the women's bathroom at a fish hatchery in Mason County.
Mason County sheriff's deputies arrested 57-year-old Edwin Carl Jouper Thursday on suspicion of voyeurism. The camera was found at the George Adams Fish Hatchery.
Chief Deputy Dean Byrd tells us the investigation began last week, after an employee discovered the camera. It led to Jouper, who has managed the hatchery for several years. He has been a Fish and Wildlife employee for more than 30 years.
Deputies and Fish and Wildlife officers served a search warrant on Jouper's residence, which is on the fish hatchery grounds. Officers seized four computers and are trying to determine how many potential victims are involved.
